I am finding that most snacks are carb based like fruit or rice cakes and so on. What low fat high protein snacks can you recommend?

I think that's obvious. Snacks are intended to give you an energy boost and that's why they're mostly high carb.
Here's some options for high protein snacks:
low fat cheese like mozzarella cheese sticks etc.
Edamame
Plain yogurt, try adding to it salt and other spices or vegetables instead of fruits. I like it even better this way.
